Dear Secretary-General:
I am writing to respectfully
urge you to put the situation in Burma on the
formal agenda of the United Nations Security
Council and to use your good offices to support
the passage of a binding resolution requiring
the Burmese government to:
• create an open and
inclusive political process ahead of the planned
constitution in May 2008. This must include
genuine dialogue with all parties and ethnic
groups, in order to achieve an inclusive
national reconciliation process with direct
support from the United Nations;
• release of all political
prisoners;
• accounting for all
casualties and missing persons;
• humanitarian access to
persons in need throughout the country; and
• freedom of the media in
Burma to discuss and report on events within the
country.
The first ever United Nations
Security Council briefing on Burma conducted by
your office in December 2005 was a significant
development, however, as you are well aware, it
elicited no significant improvement to the lives
of the people of Burma who continue to suffer
under a brutal, repressive regime.
Burma 's announcement of a
referendum in May 2008 on a new constitution and
elections in 2010 is a farce. The deliberate
steps undertaken by the regime to prevent public
discourse, the denial of voting rights to those
of religious orders, and the barrier imposed
upon Aung San Suu Kyi to run for president based
upon her marriage to a foreigner, constitute
aggressive action to stymie the democratic
process and secure the ongoing power of the
military junta.
The UNSC must take significant
and concrete action in the face of Burma 's
continued disregard of the United Nations and
its envoys.
