These photos were taken in refugee camps in Thailand, near the Burma border. While these refugees can stay in these camps, they are here at the discretion of the Thai government, because Thailand is not a signatory to the Convention for Refugees. Consequently it is not bound by this convention to provide protection, shelter and food for the refugees. While these photos are from camps in Thailand, there are also camps in Bangladesh. Of the five countries that border Burma, India, Bangladesh, Laos, Thailand and China, China is the only one that is a signatory to the Refugee convention. And it is only a signatory to two out of the four articles.
